MANILA, Aug. 17 (Xinhua) -- Philippine President Benigno Aquino III formally administered the oath of office to Carlos Chan as special envoy to China in ceremonies held Friday in Malacanang, the presidential palace.Chan joined 12 other presidential appointees who were sworn in by Aquino.He also served as special envoy to China during the Arroyo administration.Chan, a businessman, was a recipient of the Order of Sikatuna for his "outstanding service and commitment in promoting the Philippines."He was also awarded the Presidential Medal of Merit for his contribution to strengthening economic ties between the Philippines and China.More special coverages
