You should know what it does now: automatically execute the procedure above, try all argument values by calling svm-train within the region specified by you. Python is a programming language which I'm not going to explain here. grid.py will also plot the result graphically to help you look for good arguments. There're also many parts of libsvm powered by python, like logging into several hosts and running grids at the same time parallel. Keep in mind that libsvm can be used without python entirely. Python just only helped us to do thinks quickly.
